'Miscellaneous Pictures' is the default category for photos which don't appear in any galleries. It is a landing strip that collects all sorts of odd bits. Ideally, they should all be given galleries, where possible.

Some photos illustrate a particular feature that makes them worth having as an illustration, but not worth adding to any galleries, even if it is technically related to an individual service area. Examples of this include paperwork or a generic piece of infrastructure. We sometimes call those "stock photos", because they are good page illustrations, but they don't contribute anything to any galleries.

'Miscellaneous Pictures' used to be used to identify photos which aren't suitable to appear on the homepage. This is no longer happens, so there is no need to use it for that any more.
